The Utah Association of Counties’ High Impact Property Program provides counties with coordinated technical, legal and valuation resources to address complex property assessment and appeal issues. HIPP combines UAC’s existing support for centrally assessed appeals with a new focus on expanded support for complex, high-impact, locally assessed properties.
Locally Assessed High-Impact Properties
Complex properties can be difficult to value because of their scale, specialized construction, ownership structures, limited market data and changing industry conditions.
To support counties, UAC will develop centralized resources and technical services. Resources coming soon include:
- Standardized valuation guidance and best practices
- Specialized technical and market analysis
- Property-specific research and shared data resources
- Valuation tools, templates and documentation standards
- Training, technical assistance and access to specialized expertise
These resources are designed to strengthen local capacity and support fair, accurate and defensible assessments.
Centrally Assessed Property Appeals
UAC coordinates county participation in centrally assessed property appeals affecting multiple jurisdictions. Services include monitoring appeals, providing case updates, identifying affected counties, coordinating legal and valuation expertise, and facilitating cost-sharing among participating counties.
Counties can also use UAC’s Centrally Assessed Appeals Portal to access appeal information, notices, documents, deadlines and case updates.
