Civil Attorney Services

About the Program
In response to requests from counties across the state, the Utah Association of Counties (UAC) launched the Civil Attorney Services Program in 2025. This voluntary participation program provides counties with access to additional legal resources and expertise to support their civil legal needs.
How It Works
  • Voluntary Participation — Counties may opt in based on their individual needs.
  • Dedicated Legal Support — Led by Eric Clarke, UAC General Counsel and former Washington County Attorney.
  • Flexible Assistance — Counties can use the program for ongoing support or targeted projects, making it a practical option for offices with limited staff or specialized legal needs.
Why It Matters
Not every county has the same level of in-house legal resources. The Civil Attorney Services Program allows counties to pool resources and access trusted expertise, ensuring that even smaller counties can rely on strong, consistent legal support.
